Yes definitely need to clad pipes one to stop any noise and to insulate from cold
How can i stop the pipes in my roof making noises

The pipes in my roof are making clinking noises when they warm up and cool down, they are in the roof so not accessible by me. would insulating them (put foam covers on them) stop this?
