Roof tile - bottpm tile on verge

The bottom tile on the verge fell off during Storm Dennis. The roofer I have used via Rated People has replaced the tile by using only a hammer and nail, no mortar no Unibond or sealant. I told him I am concerned this does not look like it is waterproof or secure enough. I have also previously had issues of squirrel or bird finding their way through gaps in the roof tiles to nest in my loft. The roofer said this is how it is done because there is no "undercloak". In your opinion has this been fixed properly? This tile is probably the most exposed roof tile on the building so I am rather worried. Thanks in advance.
