1930s home no roof lining - loft very dirty

We have a 1930's home and the roof is not lined. Our loft is very dirty - even though i have cleaned/vacuumed the loft. Have inspected from inside the loft and doesn't look to be any large spaces in roof tiles, no damp from after a heavy downpour of rain. We really need to store things in the loft, what can we do to prevent dirt entering the loft? I have seen mixed responses about adding a breather membrane to the underside of the tiles from within the loft and stapled in (without replacing the roof). Thank you
