Gutters blocked causing damage to timbers - worse case scenario?

The timber fascia is damp. The roof rafters are damp and rotten at the ends because of blocked gutters. This is for a house I'm purchasing, so I would like to know a rough estimate of costs for the worst case scenario, to help me decide whether I should try to renegotiate the price or not. Is it possible that the whole roof would have to be replaced if the rafters are rotten?
