Shared Chimney Stack

Our neighbours have carried out work on our shared chimney stack, replacing the flashing, without our permission and are now claiming we have to pay for half of the work done. We were unaware work was being done to the shared stack and the builder they hired told us he was not doing any work on our property. Are we legally obliged to pay for half of this work and should it have been carried out in the first place without our permission?
