Is scaffolding covered by roofer's guarantee in case of faulty work?

I have my roof entirely checked last year for any repairs needed and I had the work done by a roofer recommended by Rated People. I have been pleased with the work until yesterday when the heavy rain caused the roof to leak again exactly at the same spot I had spcified to the roofer. I have contacted him and he says his work will be free of change but not the scaffolding (£500.00). I also asked him to produced the 15 year guarantee he had mentioned but that wasn't received, so that I know exactly where to stand.
