The Electrical Installation Certificate certifies that the electrical installation (which includes the consumer unit) is in good condition and the engineer recommends a next inspection after a certain period of time. In case of changing the consumer unit the wiring regulations recommends 5 years but the engineer can reduce this term according with the general condition of the installation. An old installation is an old installation even the consumer unit is changed. Providing no DIY alterations are done the engineer guarantees his work for on the consumer unit only, for that period of time up to the next inspection.

A consumer unit is normally fitted and all circuits are tested , a certificate is then issued if all the circuits test ok . The consumer unit it's self has a manufacturing guarantee towards faulty parts like MCB's and RCD's but you don't get a guarantee for electrical circuits in your house . The test certificate gives you the test results of that particular day . Regards Jeff
