Hello Veronica, You can plaster over it-but in order to do so you will have to scrap the high spots off. There are some kinds of artex contain asbestos so I would get it tested first. The service in getting advice/survey is free and you should get 3 tradesmen to quote so you should use it. Tradesmen pay for the opportunity to quote on your job. Hi Veronica the artex can be plastered over as long as the artex is firm & not flakey The high points can be scraped back then Pva & 2 coats of plaster , ceiling good as new G. Branch plastering

As long as the Artex pattern is not to thick ,it will be ok to PVA then skim, if it is a heavy pattern then PVA coat of bonding then skim. Worst case scenario overboard then skim Dave DS Plasterers [Halifax ]
