If there is water it can only be two things , rain water or defective plumbing . Rotten skirting indicate it has been going on for a long time.

sounds like you have a leak in the wall, maybe a pipe or maybe water getting in from outside and getting underneath the laminate. The water is rotting the skirting board and probably has been for a long time. further investigation is required. Maybe a a good point to start is check if your boiler is losing pressure as it could be a leak on your heating pipes. Investigate where the damage seems to be the worst as this is probably where the leak is.
