If you have put lining paper up your self there's a chance you haven't put your paste on even ? And flat ar maybe your lineing paper may be old and need replacing hope this helps john

Why when I paper over lining paper why is it bubbleing

Please make sure you follow the guideline on soak times, also use a caulk board to smooth out the surface, hope it helps you, good luck Tony.

Have air , let him dry ,the bubble will disappear.
