Will plaster over painted artex eventually fall off?

No as long as the artex was in good condition & was Pva applied first the plaster should be fine G, branch plastering

as long as it is prepped right it will be ok or you can plaster board over then skim

A good plastering will scrape off the high spots and use a good PVA glue for the plaster to adhere to. He may put on a few applications of PVA prior to plastering.
