you dont say if its upstairs or down,it could be damp coarse failiure,or the ground level is too high and is bridging the damp coarse. it will need to be looked at.

Rising damp at the bottom of my bay window. Not sure what is causing this. Could it be the guttering? Need advice on what action to take.
