Brick removal

Hello. I am looking at removing some bricks from a wall at the entrance to my driveway. I want to make the entrance to the driveway wider to make it easier to drive cars in without risking scratching the paint. Do I require special permission from the local Council to do this? What type of tradesman would specialise in this kind of work?
