Do bricklayers cut walls to correct the dividing line of the boundary?

If a brick wall not quite in the right place, eg. not in alignment with the house's wall. Can a bricklayer has the power to correct the boundary line by cutting a wall before rebuilding a brick wall. Has the bricklayer the knowledge as to where the dividing line should be?
