Hi. My neighbour took 3 skips of soil out of garden and built a high wall on the boundary of my drive. He is lthe next door house down the hill. He sealed it with cement.Now I have a flood when it rains that does not run away. The other gardens have left a gap between my concrete drive and their walls with no problems for 20 years. What can we do please?
