Firstly you should never have paid all up front as a reputable builder would have a structured payment plan in place as the build progresses. If you have some form of written agreement this can be proved to be binding (scotland only) and therefore you should contact citizens advise with the view of trying to get closure through small claims court depending on value outstanding. You should however be able to prove the incomplete work is part of the original description of works due to be carried out. Good luck
