Do traders only provide an insurance certificate for work over £1000?

We've been informed by some traders that they'd only provide an insurance certificate for work that is over £1000? Shouldn't they provide it regardless of the total amount of the work? the insurance should protect both the home owner and the trader if something happen during the work.

I would have thought insurance is needed regardless of cost of work. A tradesman can easily have a costly accident doing something as simple as putting up a shelf. If a customer asked to see my insurance regardless of the value of the work I would happily show them.
