Height restrictions for cabin

We've been advised (by the log cabin company) that our 2.49cm tall cabin with be fine to sit on the concrete base that we have and it won't effect planning regulations. Max height allowed is 2.5m. The base is quite high, approx.12cm off the ground. I've just been informed that the height is measured from the natural height of the land so the total will definietly take us over. Is this true ie the from the natural height?
