Rear kitchen extension

I have some doubts about this project. I would update my conservatory as a kitchen extension, the conservatory was built without planning permission, and even though it should have been under 3meters out (end of terrace house) it is actually 3 meters 20cm, so it is slightly longer. If it was 3 meters only, probably I would not need planning perm, or would I anyway because it would be changed to a kitchen? I might just let them move the walls 20cm back in, to avoid problems, or is it better to go with the neighbourhood consultation scheme? It's quite complicated.... Also I thought if I keep the cooker in the original house but extend the dinning room bit only to the new part, would that be a better option to avoid planning permission? Thanks for all the advice.
