Removing and altering walls

Hello Jeff, we are about to offer on a house which is tenanted so difficult to gain access with artisans and experts. In order for the house to work for us we would want to open up the downstairs kitchen/diner. From the floor plan it looks as if there's a wall above the wall we want to remove - does that make it load bearing and would it be unwise/prohibitively costly to do this? Additionally, we would want to open the rear of the house with bifolding doors. That's an exterior wall obv with just a large balcony above. At present it just has an exterior door and a couple of windows; we would want to open up the whole rear. I need to be sure a) it's possible and b) not going to add so much to the house we can't afford it. Thank you!
