Install UpVC door into brick external wall (1st floor)

Hello,
I need an external door put into my kitchen wall (1st-floor maisonette) to allow access to an external staircase which leads into my garden, I am yet to obtain planning permission just getting an idea of work needed.
The wall in which I wish to put the door in has pipes running along the bottom so a step may also need to be fitted.
Please provide quotes/days needed/things that I would need to obtain prior getting this work done.
