Dispute with a builder

Would you be able to help us resolve a dispute with a builder we have used recently through Rated People? He has not finished the job and has been overpaid for the work. He has found many excuses not to complete the job and is longer returning any of our messages. How can we go about it to resolve the issue? We have not put any ratings or reviews on line yet giving him the benefit of the doubt but we feel we may need to act soon.
