Hole on exterior brick wall...who do I need to fix it?

I don't know if I need a builder or bricklayer to fix the hole in my exterior wall. It's about 15cm x 15cm. I bought the place 2 months ago but only just noticed the hole when tidying up this weekend. It's about 30 cm off the ground.
