Overboarding on white asbestos artex coated concrete ceiling

Hi.
I live in a flat that has artex coated ceiling containing white asbestos. The artex is applied to concrete ceilings.
I am thinking to overboard the ceilings using plasterboards directly over the artex due to low ceiling heights.
Can anyone advise if this can be achieved, how long it take and how much would it normally cost.
