Moving dropped kerb

We would like to move existing dropped kerb over by 2 kerb stones. As we have the maximum drop already 2 undropped kerb stones would need to be put back in on the other side. So basicaly the dropped kerb will be moved over and more centralised to our new driveway. Do I need permission from the Council. And would it cost as much as when we got the original kerb dropped as its less work. Any advice and rough cost would be great. Thanks
