Problems with wall

We have a wall in an upstairs room were the paint keeps bubbling up and flaking. Under the wall is the old chimney breast, not in use anymore. We have been told that there could be a chemical reaction into the wall from the brick chimney breast. At one stage we had the wall skimmed and a sealant applied, but the problem returned fairly quick. It does not appear to be damp. We have also been told it could be salt from the old chimney breast causing the problem. We are looking for process to solve this problems and all. Any advise on how to achieve this please. Thank ypu.

simple solution is to fix a stud wall to the wall and plaster board and skim it, pin a thin dpm plastic sheet to face of studs too
