UPVC panels to bolt onto patio to create secure enclosed area

Wanting to create area from door to door, secure, roofed using upvc to be bolted (no idea about this also, dont want footings as drains in area, timber or plastic frame, with few doors...need PP council requiring pics and details of materials to be used...builder who was going to comolete job is ignoring texts, so cant find info online...where can i get this info please, desperate as needing job done for chronically ill person....thank you
