External Render

Hi, I'm looking to smooth render the front and sides of our house in order to modernise the look (1950s house). The area is currently concrete pebbledash which appears in good condition. I have have a quote from a local builder who is looking to use a cement and sand mix. The area is approx. 55 sq meaures. The current render doesn't have any cracks so hopefully any future movement would be minimal. However, I mentioned hacking off the old render first and he said jet washing over would be fine. In my very limited knowledge I thought you should never render over old render. Grateful for any advice and a rough price (height would only be 4 metre max for any scaffolding) . Thank you.
