Porcelian paving holding water

Hi Our builder is laying porcelain 900x600 textured slabs to a fall of 40mm over 4m and we have water pooling on individual slabs (not across neighbouring slabs). This is before they have been grouted. This is happening with about half of the slabs and some are worse than others with water mostly holding on the front edge (in the fall direction towards the garden) typically covering 10cm to 20cm with a few holding more water. They are advising this is down to the slabs. They have also not primed the back of the slabs before laying on mortar and have advised this will not be a problem. Please advise.
