Leveling old concrete fire hearth down to floor boards

I recently removed some old carpet ready to get LVT put in. When I did so I found a concrete fire hearth that is higher than the floor boards and I have been told I either need to make it level to the floor boards or find an extra £1000 to get ply board put over the top. What is the beat way of making the hearth the same hight as the floor boards
