Which Entrance pathway surface to Block of flats is best.

The concrete paving slabs to the entrance of 4 block of flats have broken and moved over the 50years since the block was built.
Is it better and/or cheaper to take up and relay the slabs or replace with tarmac or concrete? I would prefer to keep the original paving if possible.
