Builders failed to complete the job & so many weeks delay

Hi,
Supermarioconstraction1984 failed to finish the job within 10-12 weeks timeframe. We gave him & his brother Florin so many chances to redeem themselves. It's week 16 now and there are still lots to do. The money left £2k is not enough to pay other builders to finish the job. Mario demanded that we paid him the balance despite the job finish. Please advise
