Building Control Requirement

Hi, I'm in the process of finishing off a loft conversion and need sign-off from building control. Its all got a bit messy with my building contractors who are procrastinating about a few final elements (I believe they are having financial difficulty and are basically stringing me along), so am wondering about the effects of ending the relationship with the builder and getting some separate contractors to finish the job. I've had 3 visits from building control, who despite a few remedial issues are happy with the work completed. They apparently have not received the electrical certificate, however I've spoken to the electrician who claims to have sent it forward (I believe him), but this was likely sent to my builder with whom he was contracted. Do I have any legal right to get this as the electrical work was all covered in my builders contract? Obviously my preference is to get the builders to finish the whole thing off as agreed, but my relationship with them has soured and I'm doubting that will happen - certainly in the short term. Anyway, the upshot of my question is, what would be the effect of not getting building control to sign off at this stage, as it might take several months to get all the individual trades lined up as I understand its busy right now. All the building control paperwork so far is under a contract payable by the builder, so am I entitled to all the stuff completed so far? (I'm unsure whether they have actually paid for it though, and my contract is a little vague around who should have paid this) Can I get its all retrospectively? What are the consequences of not getting it done? Mainly insurance purposes - I'm not planning on selling anytime soon. Many thanks
