I've just had a similar nightmare at home. I used a Stanley Maxi Orbital Wallpaper Scorer to pierce the surface then a wall paper steamer (Earlex). It's always a slow job. Experiment with different scrapers and tools. Also try and rip off big sheet by hand (dry). A long handles razor scraper can be very useful but take some skill and muscle
