Carpeted Stairs to wooden stairs

Hi I live in a ex-local flat and have stairs carpeted. It's a simple stairs common in ex-local flats. As the carpet gets easily dusted, I would like to take off the carpet and make the wood underneath good to use. I do not the exact condition of the wood underneath, but they seem to be in a ok condition. When I walk on the stairs, I feel the wood is solid. Also, I'd like to change baluster if it is not too difficult. The problem is I am not sure what category this work will fits correctly in and whom I should call in. Many thanks in advance
