25mm Fire Door Stops and Door Frame

Hi - I've a query where we're in the process of having a loft conversion and have opted for replacing the existing doors with fire doors. The carpenter has added extra batons to the existing frame and the screwed and glued the fire stops all around (which is fine) - however he's places the batons and fire stops on-top of the carpet and door thresholds (bars) - is this the correct way or should it go to the floorboards with the carpet cut neatly around? As I'd not be able to up-lift the carpet in the future (without damage) if i needed to? Thanks in advance.
