Hi Celia if the treads need replacing then access will be required at the back of the staircase to do the job properly, so unfortunately it would mean damaging the plaster. Ed

Some stair treads will need replacing before new stair carpet can be replaced. Will this involve removing ceiling plaster on staircase below the effected treads?
