The black wood might be that way from a previous treatment. Is The wood soft from fungal attack? You need to have the moisture content measured. The fungus under the floor board might be cellar fungus, google it to see if it matches that. This would be caused by poor sub floor ventilation , which is serious and can result in dry rot!
