This is a difficult problem to overcome because technically one needs to remove that layer of paint to treat the mould! Wash the wall with an antifungus wash, twice over two days. From your local paint shop one can buy an additive to put in paint to make it mould proof for about 5years.paint the wall again with an acrylic paint including the additive. Get them to put the solution in and mix it in their machine.
