If it is bare brick , it may be rain water penetration, if rendered to the ground, it needs isolating from touching the ground. Lastly it could be rising damp. Go to rated people and get quotes( opinions)

I have a end terrace house and on the gable end wall and the back wall at the bottom all the way along pratickly it's damp and is climbing up the wall slowly
