There is not a standard method for a tanking job. Cavity membrane is good if the structure is damaged and there is a point to drain from. Cement tanking Is good if the structure is good and no point of drainage. Condensation will not be improved by either, ventilation is necessary. Make certain that your water problems are not just condensation.
