Living room replastered 2 yrs ago.Chap said he sorted out some damp with waterproof cement but still damp. Could it be outside dividing wall near the damp?

Waterproof render is a chemical dry and will dry at a rate of 1mm per 24hours per render thickness. Either the render is not waterproof or you are experiencing hygroscopic plaster problems, is the render skimmed? If so, the skim must not be thicker than 2mm or it will get damp from the atmosphere (hygroscopic )
