I assume that you are talking about the interior of the window. If the plaster is coming off , it is too thick and must be replaced with render. If the render is coming off , it is because it has been mixed with plaster or bonding and has become hygroscopic. Your plasterer should know this! It is unlikely that there is an actual damp problem here
