I have a damp external wall. I think this is because the gutter is leaking. Fixing the gutter may stop the leak but how do I dry the wall

The wall will dry out naturally at a rate of 1mm per 24hrs- 240mm walls =240 days. There might be damage to the exterior waterproof quality of the wall, so treat this with siloxane silicone spray.
