I would assume that this was an animal barn originally or at some stage . The condition you describe, having eliminated the two conditions mentioned, would be hygroscopic damp.

I have solid walls (barn conversion) with a large area of damp at the bottom of the stairs. It is not rising damp and I have no leaks from above. Any ideas?
