Hygroscopic damp means that there is a salt in the wall that is absorbing moisture from the atmosphere. The wall must be isolated from air, this can be done in many ways, waterproof render , polyurethane coating etc. covering with anything that will exclude air. Contact a company called Wykamol , for advice and products, they might need a sample of the salt or wall to determine alkalinity and salt type
