Plaster , not render , is hygroscopic which means it will absorb moisture from the atmosphere , it will expand and become 'puffy' !

Thankyou Chris.It sounds like condensation as shelves do attract black mould. There is a 'puffy' bit of plaster at eye level on the wall, what would that be?
