this is called a "tide mark" it is a line of salt left over from a previous DPC issue, now resolved. It will mostly show after rain or periods of high humidity, nothing to worry about !

horizontal line of what looks to be wet bricks out the outside walls the mortar looks very wet but when millimeters underneath is dry? Is this a DPC issue?
