If the damp is above one metre but not at skirting height it could be rain water penetration. If the damp is quite lineal at about 1.2m only it is salt migration from previous repairs. If the damp is from the floor up , to 1.0m then it is coming from the foundation level, this could be rising damp or the ground level outside is above the DPM. If it is round, patchy damp then it is hygroscopic interior plaster. Do any of these make sense to you?
