Water in cellar

I am about to purchase a victorian house that needs work on it. However, when shown the cellar it was damp and had actual water across the floor but shallow. the owner had a basic pump with a pipe pushed through a hole in the brickwork to the outside but he said all it needs is a 'sump'. Said the water was due to the water table level. Dont know where to start but this appears to me to be a priority ? will this be expensive and what should be done? So many different theories on google !

A sump would be the answer to this problem. It may also require that gutters are also cut into the floor to drain towards the sump. A pump can be purchased for about £75.00 , the sump can be very difficult to dig due to under floor obstructions, there is no quotation for this but it could cost from £200 to £1000.
